Project goal: Supporting the reform of police in the Republic of Moldova in line with the requirements of the EU Moldova Action Plan by changing the philosophy of policing and orienting it towards community based policing.
According to the Republic of Moldova–European Union Action Plan, National Strategy for Combating Corruption, Strategy for Public Administration Reform and other programming documents adopted by the Government of the Republic of Moldova, the Ministry of Internal Affairs initiated the optimization process of the police bodies and activities.
The major goal of these reorganizations is to develop a more transparent and credible police service that will correspond to democratic norms, European standards and principles, and will enjoy a greater degree of civil society trust and support.
The project was developed according to the Memorandum of Understanding “Agreement of roles, responsibilities and activities between the Ministry of Internal Affairs of the Republic of Moldova and the non-governmental organisations Saferworld (United Kingdom) and the Institute for Public Policy (Republic of Moldova) signed on April 20, 2007.
Major activities:
- Identification and creation of the structures necessary for the development and implementation of the police reform
- Workshops on the Philosophy, Principles and Practice of Community-Based Policing
- Development of the chapter “Democracy and human rights” of the National Development Strategy for 2008-2011 focusing on Police modernization trough the implementation of the community based policing
- Evaluation of police-community relations through a public opinion survey and a review of existing analysis
- Development of a clear vision, mission and purpose for the Moldovan police service in the context of police reform
- Development of the Institutional Development Plan of the Ministry of Internal Affaires for 2009-2011 on the basis of the Community-Based Philosophy and Principles
- Development of a pilot project for testing the Community-Based Policing Strategy.
