The perspectives for "defrosting" these conflicts and finding an equitable solution in the framework of the internationally recognized legitimate states could be consistently improved through the EU's adoption of a new European Neighborhood Policy (ENP plus), by passage of the UN resolution on frozen conflicts, proposed by GUAM countries (Georgia, Ukraine, Azerbaijan and Moldova) and establishment of a fundamental legal framework for conflict settlement in accordance with the norms and principles of international law. Encouraging steps already were taken. The US Congress is debating the Resolution calling on the Russian Federation to withdraw its military forces, armaments and ammunition stockpiled in Transnistria; the recent US proposal for an alternative peacekeeping force to be deployed in Transnistria - "genuinely multilateral with Russian participation"; the Open Letter of 10 Moldovan non-governmental organizations "For a European Settlement of the Transnistrian Conflict"
