Promoting and implementing the Global Principles on National Security and the Right to Information
Implementation period: December 2014 – September 2017
General objective:
- Strengthen the respect for the right of access to information and reduce illicit and/or excessive secretization of public information by promoting and insertion of Global Principles on the right to information and national security (Global Principles) into legislation and practices of the Republic of Moldova
Specific objectives:
- Develop and promote legislative ammendments to ensure a balance between free access to public information, security and state secret, in accordance with international standards and practices expressed in the Global Principles;
- Develop and enhance the capacity of specialized NGOs and research centers to understand, promote and monitor access to information and freedom of expression, in relation with the limitation of these rights imposed by law.
